Gov. Rick Perry received a letter from the  Federal Emergency Management Agency (FEMA) is refusing to provide money to help rebuild the small town of West Texas.

A deadly fertilizer plant explosion back in April had leveled some numerous homes, destroyed parts of the school, and killed 15 people.

The Associated Press says FEMA has reviewed the appeal to help out the town of West, but decided the impact from the explosion was not that severe and the magnitude of the explosion wasn't big enough for a major disaster declaration.

FEMA is offering emergency funds to the individual residents that have been affected by the blast.

So is this the right thing for FEMA to do?
